Is It A Goal or A List?

So I was looking at the list of goals for June and it seems that it's more like a list of projects.

Now it's true I met all the goals but isn't it cheating? Especially considering July is going to be the same?

Work on Guardian (more than one day a week)
Work on Biker Moose
